HELCOM Manual on Co-operation in Response to Marine Pollution within the framework of the Convention on the Protection of the Marine Environment of the Baltic Sea Area, (Helsinki Convention). This Manual is intended for Response Commanders and Supreme On-Scene Commanders leading the multinational response operations at sea and on the shore. It is also meant for personnel participating in the multinational response operations and for authorities dealing with national contingency planning and strategic development.
